Rendez-vous with Minister Yi-Jing Lin: Building Taiwan’s Future Through Innovation and AI

The French Chamber Taiwan had the honor of hosting a luncheon with Minister Yi-Jing Lin (林宜敬部長), Minister of Digital Affairs, for an in-depth exchange on Taiwan’s digital transformation and the government’s bold, forward-looking strategy for Artificial Intelligence (AI) development.

The event opened with welcoming remarks from Antoine Aubel, Head of the Economic Department at the Bureau Français de Taipei, Pascal Thien-Ah-Koon, Partner at TAK Associés – ECOVIS Avocats (Taiwan), and Stéphane Peden, General Manager of the French Chamber Taiwan. Their introductions set the stage for a thought-provoking discussion on how Taiwan and France can collaborate to build a world-class innovation ecosystem.

During his keynote address, Minister Lin presented key insights from the AI Strategy for Democracy (2025). He emphasized that AI represents both humanity’s greatest achievement and its greatest risk. As he aptly stated,

“AI believes what it’s trained with. Feed it bias and greed—it will replicate them. Feed it greatness—it can elevate humanity.”

Minister Lin underscored the urgent need for democracies such as the United States, Taiwan, and the European Union to take the lead in defining the ethical and regulatory frameworks governing AI. He highlighted that the challenge lies not in deciding whether to regulate AI, but how to do so in a manner that safeguards innovation, ethics, and democratic freedoms.

Following the keynote, a panel discussion moderated by Stéphane Peden brought together industry leaders to explore practical perspectives on Taiwan’s digital and AI roadmap. The panelists included:

  • Damien Leconte, STMicroelectronics Taiwan

  • Mustapha Djeroum, Thales Taiwan

  • Stéphane Dao, Veolia Taiwan

  • Laurent Potin, Crédit Agricole CIB Taiwan

The panelists shared insights on digitalization strategies, AI infrastructure and talent development, cybersecurity frameworks, and the essential role of financial institutions in fostering sustainable and ethical innovation. Their dialogue reflected a shared commitment to advancing responsible AI practices and enhancing cross-sector collaboration between France and Taiwan.
